This profile first reviews European regulations concerning parking data. It examines each of the European Delegated Regulations published in conjunction with the Intelligent Transport Systems (ITS) Directive.
This review specifically highlights requirements related to providing parking data to National Access Points (NAPs), as set out across various Delegated Regulations. It also highlights which parts of the European Road Network are in scope for each Regulation and the deadlines by which data elements must be made available. This synthesis will help European parking operators and other parking organisations understand the existing obligations. Of course, national laws may apply additional obligations.

The second element of the profile is a spreadsheet that provides a more detailed analysis and has been reviewed by the major European parking operators. It narrows the analysis down to a parking data profile that meets the requirements of European regulations. Hence, this part is called “ The European regulated parking data profile”. It takes each of the data concepts mentioned in the Delegated Regulations concerning parking data, including those in the Safe and Secure Truck Parking r egulation, and analyses, in practical terms, precisely what they mean. It then creates a mapping of the legally specified data concepts of the Regulations across to specific standardised data concepts that exist within the APDS parking data specifications.
This profile has formed the basis of important alignment work with the NAPCORE project, workgroup 4.3, which includes stakeholders representing other industry sectors and aims to create a common European-regulated parking data profile. At the time of writing, this profile is being implemented by Indigo, providing information on their 500+ parking facilities located in France to the French NAP. The information is being published simultaneously in APDS and NeTEx formats using the convertor module developed by EPA. In the coming weeks, Indigo will publish information on their Belgian and Spanish parking facilities on their respective NAPs in APDS and DATEX formats. Other major operators are preparing to do the same with their data.
